Australia Introduces Digital Travel Declaration Cards
From 26 October 2026, Australia has expanded its Australia Travel Declaration (ATD) system, allowing all international passengers arriving at Western Sydney International Airport to complete their arrival declarations online.
The ATD is a digital alternative to the traditional paper Incoming Passenger Card (IPC). However, paper cards have not been abolished and remain available.
The Australian Border Force (ABF) plans to introduce the digital system progressively across all international airports and seaports before the end of 2027.
What Is the Digital Travel Declaration?
The ATD allows eligible travellers to submit their arrival information up to 72 hours before travelling to Australia, including:
- Passport and travel details
- Customs declarations, including applicable currency reporting requirements
- Food, plant and animal products that may pose biosecurity risks
- Health and character information where applicable
The digital system changes how information is submitted, but Australia's customs, immigration and biosecurity requirements remain in place.
Who Is Affected?
The ATD is currently available to:
- All international passengers arriving at Western Sydney International Airport
- Eligible Qantas passengers participating in the digital declaration program
This can include temporary visa holders, permanent residents and Australian citizens.
Travellers who are not eligible or prefer not to use the digital system can continue completing the paper Incoming Passenger Card.
How to Complete the Digital Declaration
Eligible travellers can complete the ATD through:
- The official ABF Australia Travel Declaration web form for arrivals at Western Sydney International Airport.
- The Qantas App for eligible passengers on participating flights.
The declaration is free and can be submitted up to 72 hours before arrival or departure, depending on the applicable ATD channel.
After submission, travellers receive a digital declaration pass with a QR code for border processing.
Practical Steps for Visa Holders
If you hold an Australian visa and plan to enter or return to Australia:
- Check your eligibility for the digital declaration before travelling.
- Declare all relevant items accurately, particularly food, restricted goods and reportable currency.
- Save your QR code and keep it accessible when arriving.
- Check family declaration requirements. Eligible parents or guardians may include accompanying children under 18 in a group declaration.
Providing incorrect or misleading information at the border can have serious consequences. Depending on the circumstances, this may include penalties, further investigation or immigration complications.
If you have a previous visa refusal, cancellation, character concern or uncertainty about what to declare, consider obtaining legal advice before travelling.
